The Chassid Reb Zalman Meir Refael’s repeated what he heard from the Alter Rebbe concerning the 19^th of Kislev:[1]

“I consecrated the 19^th day of Kislev like Yom Kippur. Whatever a Jew requests, his desire will be fulfilled.”
